I have the honour to acknowledge the receipt of our letter of August 24th enclosing copy of a letter from lesere. David cassoon & Company Limited and other Opium importers, in which the desire is expressed that I should bring pressure to bear on the Chinese Govern- went to perform its obligations under an Agreement dated October 1st, 1915.

I have repeatedly had occasion to point out to the Chinese authorities that the Agreement in question and an Agreement on the same subject sieged at changhai on the let my 1915 were concluded without my knowledge or support and I have consistently declined to take

official cognisance thereof.

In these circumstances Your Excellency will see

that it would be difficult for me to intervene at this

stage in the sense desired by the opium merchante.
